Haryana Chief Minister, Manohar Lal Khattar today exhorted politicians and government officers to work as a family for the betterment of people in the state. He said that the government does not want to create a Delhi like atmosphere in Haryana, taking a jibe at the recent happenings in the national capital. To ensure the benefit of various government schemes and programmes upto the last man in the queue, ‘Antyodya Seva Kendras’ would be set where benefit of more than 300 schemes would be made available under single roof from April this year.
Manohar Lal Khattar was speaking at one-day training programme on ‘Citizen Centric Administration and Good Governance’ at Haryana Institute of Public Administration (HIPA) in Gurugram today. On this occasion, the Chief Minister also laid the foundation stone of a multi-storeyed residential project for HIPA employees to be constructed in Sector 45 at a cost of about Rs 32 crore.
This complex is to be developed in about 1.5 acres and would have 56 residential apartments and other utilities. The construction will be carried out by Haryana Police Housing Corporation.While addressing the IAS and HCS officers on this occasion, he said that at present 281 Government to Citizen (G2C) services are being provided online to the people of Haryana through SARAL portal and these would be increased to 387 from the month of April, 2018. With this, people would be able to get the benefit of government schemes at home. He asked the officers to deliberate upon to find ways for making the people more prosperous and also work towards the same.
A good governance is one where the people are not required to plead before the government for the services which actually are their right, he added. The Chief Minister said that today being an era of Information Technology (IT), such a system should be evolved through which the people could get all their work done in the offices in their very first visit.He said that during the present State Government various services have been linked to IT and the people are also benefited from the same. He said that with an aim to make lives better at block level, 47 blocks have been adopted by top IAS, IPS and IFS officers. The officers doing outstanding work in these blocks would also be rewarded. While referring to the online teachers transfer policy of the State Government, he said that one has to take risk for taking hard decisions to change the system and we have done it.
Earlier, Chief Minister congratulated HIPA on becoming the first training institute of the country. HIPA has been conferred with certificate of best institute by Indian Bureau of Indian Standards Haryana Institute of Public Administration, a premier Institute for the training of IAS, HCS and other senior officers of the State Government, has been granted Sevottam Certification (BIS IS: 15700) by the Bureau of Indian Standards (BIS) with effect from 17 January 2018.
HIPA is the first State Training Institute in the country and the first organization of Government of Haryana to receive Sevottam Certification. Under the guidance of Dr. G. Prasanna Kumar, IAS (Retd.), Director General of the Institute and the active assistance of the Sevottam Training Cell of HIPA, led by M.K. Midha, IAS (Retd.) as Consultant, the Institute has prepared Sevottam compliant Citizen’s Charter, Service Quality Policy, Service Quality Manual and Standard Operating Procedures for the various branches of the Institute. Prior to this, HIPA had taken the initiatives of implementing e-tendering, e-office and biometric attendance for bringing improvement and transparency in the systems.
